Neutral problem

1. Switch off your engine. 2. Turn on the ignition key but do not start the engine. 3. Get to N. 4. If it is still difficult, clutch in an out several times. This method works with my Megelli 125M.

Choke cable broken

You will need to remove and replace it...this happens often on these bikes, the throttle gets sticky after a while too...Look closely at how they are routed, most often heat causes them to melt, stick & break...they can be insulated and rerouted to avoid this problem.
