Often these problems are connected. I would be interested in understanding where the oil is coming out. If it is around the head then you make have had a significant engine event leading to damage. If the oil is leaking from below then less likely to be related but need to know exactly where oil is coming from Speed issues could be anything from carb problems to cable that are bound or being stopped from moving. Or this could be related to the oil issue

Any 2 stroke oil correctly mixed should work. It may smoke a little more that way, but it won't hurt it.
