Scooter won't start
Chances are the battery has never been replaced. You could replace the battery or get a 1 or 2 amp battery charger and try to charge the old battery. DO NOT go over 2 amps when charging. I would buy the charger before I bought a new battery. Saving the old battery is worth a shot. If the battery won't take a charge, at least you now have a charger for when you need it. Be sure water covers the top of each cell in the battery before charging.
I am unfamiliar with your specific bike but if it has a kick starter, it should be on the right side of the gear box near the back and close to the foot rest. It could be that your scooter does not have a kick start but has an electric start instead. Fix the battery problem then put the engine in neutral and press the buttons on the handlebars. One of them is likely to be the start button.
Two final thoughts. First, go to a dealer that sells Torpedo scooters and ask questions on how the scooter operates and user maintenance you should be doing while you own it. Get and read an owners manual. Second, in a safe area, practice emergency stops. Imagine a car pulls out in front of you and then brake quickly to avoid an accident. Do this for an hour. Now when something happens you will automaticly react instead of having hesitation by having to think, " Now where is the brake on this bike? ".

When i pull the frotle
Did you change the carby? I had a similar problem many years ago on a different bike and it turned out to be a torn rubber diaphram at the top of the CV carby. Ususally accessed by the removal of a couple of screws on the top of the carby and you should see the diaphram. This will have a slide with a needle that goes down into the main jet. If the diaphram is torn or there is an air leak around the rubber o-ring in the carby lid that you have just removed then this will give the sympoms you describe. (take care when removing the diaphram not tear it and keep everything very clean).

The left side casing should not have oil in it. The bearing gets lubricated by the fuel/oil mixture in the crankcase. Please rate my answer.
Last Saturday i open and
most likely the float has become stuck in the closed position.
Check to make sure fuel is still running out of the petcock
Open the drain on the Carb (should be located near the bottom) turn on the petcock. Fuel should flow from the drain freely. If not then the float needle is either jammed or some thing else is inside the carb stopping fuel from flowing into the bowl.

Try a forum for your motorcycle first, If you can't find a resource online (sometimes very hard to find), you may just be able to find one at your local library, it's saved me a ton of money on manuals just by going to my local library and checking out the service manual for the current bike I am working on. My scooter won't start:(
Hi I am Vortash sounds like you may have got some contaminated fuel .. ( water in fuel ) empty your tank of old fuel completely .. take your spark plug out and kick start the bike repeatedly to clear the fuel out of the system if you have a carb bowl drain screw open it and drain the old fuel out leave the spark plug out and let it stand for half hour or direct a hairdryer down the plug to evaporate any excess fuel that may be in the crankcase sump . Refill with fresh fuel and try again with a new spark plug . hopefully that should cure your problem .. regards Vortash

Get a soldering gun and solder the wire back together. Use another
piece of wire as a jumper if the existing wire is not long enough.
The clutch cable ok but wont
sounds like the clutch plates might be stuck.I just had the same issue with a 1980 honda xr 80. I had to remove the plate covering the gears and take a screwdriver and gently work the plates apart. works great now, like there was never any problem.
Changing headlight bulb on 2002 Italjet Jetset 50
Not sure as to your model. I did not know there was a Jetset 50. But on the 150 you remove the black panel that surrounds the the ignition switch which then gives you access to the lights. As to spares. You will need to try and find them on line. (Not easy)
Water in Italjet f50 fuel tank
Drain the fuel tank and fill it with gasoline. Use ethanol if it is available, the alcohol will combine with any remaining water and allow it to be burned and removed from your system.
