probably a fuse but you will need to check the wiring for faults as in bare wires or around the steering head because of the left and right motion that can put stress on connections ,pinch wires ,or stretch them

My recommendation:
- Drain and clean the gas tank. Fill with fresh fuel
- Replace fuel filter if it has one.
- drain carb (into glass jar so you can see the debris)
- If there was grunge in the jar, you can try filling and draining it until you get clean fuel, then try running it.
- If you still have the problem then removing and cleaning the carb is the next step.

Odds are that if it sat for a year with fuel in it, the carb may be gummed up. Opening the throttle will cause an immediate engine stop if it is not getting fuel.
I'd recommend a "clean out the carb" project, including using air to blow out allof the small orifices.

if it stuck from being stood that's due to corrosion on the clutch plates the steel plates rust and stick to the friction plates,two ways to do it
1st is to start the bike get someone to give you a good push then put in in 1st gear,hold the clutch in and open and close the throttle quite quickly ,hold on as it will jerk about a bit and possibly wheelie.that should do it if it doesn't
2nd,Take the clutch cover off and undo the clutch bolts that hold the pressure plate on and manually separate the plates ,clean them up with some fine wet and dry sandpaper and re assemble it..

You've got a new battery in it right? Is it fully charged? You can jump start a bike but it's really not recommended... best to put the battery on a trickle charger over night. Very easy to fry a bike's electronics. If you want to know if the motor is froze you can do two things... take off the alternator cover, take the plugs out and put a wrench on the big nut. With the plugs out and the bike out of gear, you should be able to turn the crank with the wrench. I'd also squirt a few drops of oil or trans fluid down each plug hole also, will help build the compression first time you start it and minimize the wear and tear of starting a motor that's been sitting for ten years. The other thing you can try is put the bike in gear with the plugs out and try to gently rock it backwards and forward. If it doesn't move forward fairly easily, don't push too hard or jolt it, as you might break a ring off. If the motor's froze there are a lot of products at the auto store that you can try before doing a rebuild. The clattering could also be a starter clutch. Usually those are intermittent though and progressively get worse over time. If the battery is good, and it's clattering, try to move the motor one of the two ways above. You might get lucky.
