before putting 3k first replace the clutch cable. due to aging and deterioration clutch cable become rigid also friction increases. so, the contact of clutch plate is not good. and engine makes sound and you fill 1 gear engine sound up to 4th gear.

the headlight being dim is probley being caused by the charging system its either a rectifier or something similar its not usually a big deal to repair

ramesh. for 3k you probably can get a rebuilt engine which will give you much longer than 30km life. Look into it.
