Your carburetor need proper settings for air as well as the fuel. This indicates that when cold, their is less flow of fuel to the carb., since the tip or nozzle has not yet expanded as when its hot. the fuel-air mixture has insufficient amount of fuel and thus the plug which is sparking to ignite this mixture in the cylinder. Therefore the flash point temperature being higher does not ignite. When you using the starter fluid which is more inflammable than the fuel ignites immediate and as heat builds up, the fuel nozzle increases its diameter slightly plus the heated condition of the mixture of fuel-air is, being heated up, the same spark from the plug is sufficient keep on firing.
Another symptom is that when the accelerator is turned quickly from idling position the engine responds by stalling the engine. It sounds as if it's getting choked up ! Acceleration of the scooter is slower than usual, i.e. its taking more time to come up to the desired speed.
So get the carburetor settings be cal liberated with the help of a PC(any service center or repair garage generally have it) which ajust both the air & fuel flow(pneumatic/hydraulic operated) such that full combustion takes place by placing a probe/sensor is the exhaust pipe) which can measures the the carbon content.
