the first step in saving money is to go to an accredited service center that has experience on your make of car and have the fault codes read ( that is what the ECM is there for --to record sensor faults for future reference ) Then find a service dealer or accredited service center that can fix the faults
putting an additive or diesel fuel conditioner in the tank will not cause a problem but it may initially as it removes problem gunk in the tank and lines and blocks filters
the engine having high rpms with little vehicle speed indicates a problem in the transmission control as well but the codes will show all the problem areas

The first thing that you must do here is to have the systems computer checked for fault codes, it should have a few in memory. the codes are read through the diagnostic port under the dash.

Good luck on this one. You have a notorious break in your volvo heater core. That is a real pain if you do it yourself. Look up the procedure on youtube before you attempt to replace it.
How do I remove key stuck in ignition switch?
Is the shift button still depressed? Try popping it out with a thin piece of metal and the key should come out. Also try using some penitrating oil on the slot / key to get it out like liquid wrench not wd40. Then, use some graphite grease on the key and slot to prevent this in the future and clean the shifter button
