Question edited for a lot more clarity. Question moved to VW. It depends. Check the the inside at the back of the release lever. If you can see the tail has broken, you can pull the cable with locking grips. If it has broken under the bonnet / hood, it is more difficult and requires going in through the grille or from underneath.

For strangeness like that you need an auto electrician rather then a mechanic. hi.
first thing to do is change the air filter. even if it appears clean, the airflow can be blocked enough to affect the petrol air ratios in the engine which will give high HC readings.
changing the spark plugs can give a cleaner spark, and better ignition, with lower HCs. high HCs could also be caused by traces of oil getting through worn piston rings and valve stem seals and burning in the combustion chamber. there are many oil additives that can help stop this and reduce HC levels as well.

If it frozen, that rules out a disconnected linkage. Unfortunately, this is a little known model and whereas I can always find fuse box diagrams, for yours I can't. If you have a test meter, you can test all the fuses without removing them by testing for continuity at the two contacts on the top of the fuse. EPC= electronic pedal control it is a sensor and is located in front of the brake pedal . Depress brake with one hand ,the sensor with the other and release fast. this should disengauge the EPC lock listen for a thunk made by the EPC lock disengaging.

Go to auto zone. They will use a code reader to help you find exact component or components having errors. If its not the EPC.
it sounds like your mass air sensor or the throttle control sensor may be bad. Your gas and air may not be mixing properly thus causing your car to sputter, hesitate, and idle rough. a couple of things it could be , 1 it might be leaking valve guides+seals if they are leaking the oil drips on the pistons and when started it smokes for a while but eventually clears. 2 piston rings, if the bore is scored or you have a broken piston ring this will cause it to smoke, when engine gets to presure and the oil is thin due to being warn it can seep past either the broken ring or through the score on the bore, you can get it presure checked for that one to see if its 2. 3, being a diesel if the timing is slightly out this would cause smoke and it would be getting to much fuel in the pots to burn and you get a build up of fule that does not burn correctly, but you get other problems with that one, slow acceleration, jerkiness, that sort of thing....anyway hope that helps

Probably moisture entered headlight compartment and caused bulb to flash and burn out.Replace bulb without touching with your hands, use gloves or a clean cloth to handle bulb.

no enigine told gas or diesel. i cant see what you are doing rules : never run any pump dry, it is fuel lubricated and cooled. if engine cranks and will not run (not told you) then measure pump pressure only cranking, cranking matters. PSI cranking only matters, dead engine,. some cars have key on prime pulse others do not. or based on air temps, yes/no. rules complex. avoid prime pump tests. (savvy?) some new bosch pumps are 100% silent so noise tests are not good now, use use cranking PSI pressure only if wise. and hate taking a bath in fuel. 11vdc to pump pins cranked. (11vdc is battery resistance drop) PSI cranked. that is what matters. below is battery voltage drop cranked, all 100% good see the alternator wake-up, IT MUST./ 11vdc cranked and 10.5 to pump (ohms laws Vdrop normal) scopes RULE!

Something is very sticky. See if you can lubricate the lock mechanism with WD40 to free it up.

USA car,not told and matters huge.(out side USA are different cars() check fuses scan the car, using OBD2 scan tool. only have 1 key only have 2 FOB car came new with 2, lost second set< never have just 1. does car have IMMO ?

not told heating or cooling mode?? or defrost mode (both hot and with AC dehumidifying mode) no country told or tell what is the weather now , is it hot outside or cold. outside car.??? rain, dry, hot, snow or what> we can't guess this. does heat only fail or drop out?> does the blower motor (actually die or go silent) >? does blower always work on high speed? not told HVAC mode,so answer are impossible or crazy too long. AC cooling modes can do that, if the evap core ICE's up. if R134 refr. is low the evap can ICE up, and and the AC brain detects that and shuts down, until ICE turns to water and drains to the ground under car . THE PCM can also disable AC cool mode for many reasons. here are just some engine EFI PCM shows in distress, lots of DTC errors Engine discovered is overheated, engine shows overloaded. (lots of ways) on climate control versions of HVAC it stops heating and cooling as this control dial is set to say 75F and that temp is reached. manual controls have no such dial.

VIN ? (USA car?) what is the problem ("still does the same thing", does WHAT? (wrong or good or both) did you add wireless remote starter on this car, did it fail before or after the ADD. THE real KEY SWITCH FAILS TO CRANK THE ENGINE. IS THE STARTER MOTORS DEAD AND SILENT? FIRE to Solenoids?, gets 12vdc power not fire, a voltmeter measures all this if you use one., there is no FIRE there ,it's voltage (power) surely no 98 car came with factory remote start, (SM says NO) so there is a story to tell but not told nor full symptoms told , using a normal key or this wireless secret device./< none told. worse yet cars with IMMO, the manual tell us flat out, not compatible with remote starts (none-OEM)\ there are no 2 aftermarket (non-OEM) remote start kits the same. for sure safeties.. IMMO rules VW VW is 1999 or earlier and sold in North America, it shouldn't have an immobilizer. but If your car has the yellow car/key symbol on the instrument cluster (shown activated below) it has an immobilizer. as you can see a 1998 car is just blow,1999 start year some cars made after July 1st,1998 have 1999 opitions. so nobody guess what is there in your car , factory options Most IMMO cars do not allow lacks the car starting and running systems. (it THINKS you are hacking it) see? read here carefully about IMMO. https://www.myturbodiesel.com/d2/1000q/multi/immobilizer-VW-Audi-FAQ.htm note: from there, (immo on this car is very odd) Cabrio and Eurovans have no immobilizer warning light and the immobilizer module is separate from the instrument cluster. that means no cute carbody+key lamp is there in the cluster. for easy immo discovery. outside USA IMMO happened sooner and not told you ,your country. a good aftermarket IMMO maker If this is the topic, NOT TOLD may have LED status lamps to tell what input is failing this is key(no pun) to the solution, failed. and a manual for the IMMO telling how to troubleshoot. a voltmeter is always used, if savvy tech, a $15 tool. the IMMO can block cranking and spark then fuel. immobilized. so can remote starts, OEM remote starts block cranking for a huge list of things, even doors not closed/locked, tranny in gear, or PCM errors. or TCM errors. and more, remote starts are dangerous.
