Good place to get a vacuum gauge hooked up and identify problems using that tool. Without the gauge, check your exhaust and see how much if passing through the converter. You can do this by testing the temperature of the exhaust before and after the converter making sure the converter/exhaust isn't restricted. As the vehicle warms up a bad converter can cause the symptoms you are describing.

The traction control uses the braking system to work. If you have repaired the tyre the issue could be with a sensor for the traction control system itself. Dodge use a system called a "Lost Spark Ignition". Basically each coil fires two spark plugs on two different cylinders at the same time every time. Although it it is a stretch, that is the most likely as long as you have checked every fuse with a test meter that it is assigned those functions. You can do the the fuse testing very easily and quickly using the test points on the top of every blade fuse.
