Ignition switch maybe . Or if it's a automatic transmission it could be the park neutral safety switch. Try putting gear selector into neutral an see if it starts then . Your vehicles is pretty old , have the main battery cables ever been replaced ? depends on what holds it open. if its torsion springs you can adjust them sometimes. take it back to the body shop and let them deal with it

There can only be three reasons, perhaps 4 that your turn signal isn't working. In order of most likely.

The bulb needs replacing.
The fuse has blown
There is a broken wire
The switch is broken
