Simple solution is keep the tank full. What you are seeing is caused by the "free surface effect" (gasoline sloshing back and forth in your tank). If you can't keep your tank full. learn to ignore it or put black tape over it. The repair will be very expensive.

If you don't mind the cost, go into your Jetta VW dealership and have it done. It takes about 4 hours ... I don't know what country you are in so I can't quote you a price as such ... I am neither a mechanic in a auto shop nor am I a dealer. On the US Eastern Seaboard, shop time is about $100.00 per hour and I would expect parts to be about $100.00 when all was said and done, if it is repairable and doesn't require other repair parts. I suggest you call around and find out the "flat rate" time for this job is and you can come up with your own estimate in your community based on the local shop rates.
According to Kelly Blue Book, a car similar to yours is worth about $1,150.00
The most recent fuel tank experience I had was estimated to be way more than $500.00 because the fuel tank foundation was wasted (and would require rebuilding of the trunk and foundation for the tank). I had to junk the car, which was a '95 model year (not a VW). I have done this proceedure (dropped the tank) several times for myself on an assortment of vehicles and based upon my experience, I am giving you the original advice of leave it alone. Frankly my friend, I wouldn't invest more than 10% of the value of the car in repairs of this nature.
