My truck is a 1999 silverado z71 w/ the 5.3. its got almost 200k miles on it and has always been reliable. Last week I was hualing a jeep home on a trailer and it got hot while driving in 100 degree heat w the AC on. I pulled over "popped off the cap" literally and had to refill w water. limped back home slowly. The next day I had the radiator flushed-$62. Drove it to work and it was good that morn but got hot again (235 degrees) that afternoon on way home.i had to turn off AC and turn on heater to cool it down to 210. I replaced the 15 psi overflow cap, thermostat, waterpump, and lower hose- same thing. Today i reflushed the system myself at home by removing thermostat, and replacing lower hose onto waterpump- running a hose into top of radiator and turning on heater to ensure the heatr core is also cleaned out and flushed entire sytem for 30 min while cranking the truck sporadically and it still gets hot w the ac on. I never remember it getting hot like this before last week? I don't know what else to do- I can drive it w no AC on and if it gets warm I can turn on heat to keep it around 210 but I'd like some ac in this heat.

What this sounds like is a bad fan clutch. The people who flushed your radiator wanted money. The fan clutch is attatched to the water pump and fan. You can borrow the wrenches you need from most auto parts stores. The fan clutch runs about $60 and you can get the one for systems with a tow package which will aide in keeping the truck cool during heavy towing operations. When you go to install the fan clutch to the pump, give it a couple turns and then start the engine. The turning of the engine will spin and lock the fan clutch right into place so you do not need the wrenches at that point. Just for removal. Let me know if you need anything else.

Will an engine bought from a 1999 Silverado originally sold outside of California pass California emissions

There are two type of emission classes.

Federal and California emissions.

Look under the hood for the emission class sticker.
Smog check station's machine in CA are programmed to handle both types.

You do not need to change anything before the inspection.

==== Side notes: You should check the service record for the last Catalytic converter,O2 sensors and EGR valve change.
Service interval for
Catalytic ~180,000 miles O2 ~150,000 miles EGR ~160,000 miles

If you can locate the last smog test (even from out of state) Check for the
CO NOx

The temp was always at 180 the last week its gone

Chevy is known to have manifold intake gasket weakness- it may have to be replaced (~$500). That would probably cause slow overheating. You may be leaking coolant through that leak.
Also, the water pump (much cheaper) can break, causing rapid overheating.
If you went to an honest mechanic they should be able to diagnose it using a thermometer.
If there is no smoke from the engine, don't let them convince you it is the engine...they tried that on me.
