I have a 2008 GMC Sierra 2500HD Duramax and use the HyperTech software also. I assume you are talking about the installation instructions for HyperTech where it tells you to remove the ONStar and Radio fuse. Look in the owners manual for the fuse box layout under the hood. On mine, it's in the Duramax book and the only fuse that applies is the one listed for the Audio System. You will need to reset your clock when finished.

You need an ohm meter and check to see if ther is power at the horns and lights. There is no programming that turns off the horn on the steering column. But I have one of these trucks and had the same problem with the lights and horns but it didn't happen at the same time. My lightbulbs burnt out and the actual horns under the bumper did to. Hope this helps.

check for power too the pump first with a test light if you have power too it then the pump is bad if not youve got a short some gms also have a fuse check for that also
The 08 diesel vehicles have a particulate filter much like a catalytic converter an a gas engine, these exhaust cannot be modified by removing the filter . The PCM will monitor this function and alert you with a service engine light if an issue is detected . Removing this filter will also cause the vehicle to go into a low power mode until the problem is repaired . It is also illegal to remove this filter as it part of your emission system for that vehicle . I don't think your programmer and intake would cause you any issues.
