The horn relay is located behind the drivers info center. It is in the center of the dashboard. Remove the bezel and controls and you will see it. There is also a fuse there.

I have a 1999 corvette and the horn will not blow when pushing on the horn pad. It beeps when locking the car and security system.how do I locate the problem.

The fuse is located in the fuse panel inside the vehicle (see picture below). Below is also a picture of the fuse layout. The fuse that you are looking for is in the number 7 (HORN) position. This should be in your owners manual if you have one. some of these are located on or by the fuse panel and some are in a relay panel either under the dash or under the hood.you don`t have to remove the dash assembly to get access to it.its been a few years since i did one so don`t neccessarily qoute me on it.but this will get you started.the other thing is you can call either a auto parts store or the dealer to ask if they will be able to tell you the location.
First u need to check horn by direct battery supply, before that u can try to hear the horn relay sound. If horn & horn relay is ok then u can check steering horn switch/ Ribbon. Wel, is there glowing chk light ?
This is an indication the passive reciever has been set to off. Press and hold the door button on the hand held passive remote for 2 seconds the door locks should cycle locked then unlocked. The passive indicator should go out and the system should see the remote when you walk away from the car (dors lock, horn blows). If nothing happens test the hatch button (if you ha a coupe) to see that the remote battery is good.
The fuel pump relay in the 1991 corvette is located under the IP on the pass side.
Open pass door, unscrew two screws under the glovebox (you will be upside down in the car), take off the fuse panel, unscrew third screw to plastic plate underneath glovebox, pull away carpet (velcro), pull down plastic plate (watch out for the wiring to the lamp), then under the glovebox you will find a number of fuses and relays if you dive in under there DEEP, prob 4 or 5 in a row, not really sure wich one, but one in the middle is the fuel relay, and they are the same (interchangable).

Under the hood of your jeep on the passenger side there is the Power Distrubution Center (PDC). Remove the lid and thered will be fuses and relays in there. I could not locate the exact location of the horn reley, but if you start removing them one by one you can find the horn relay. You will know the right one when the horn stops.
