Question about 2002 Chevrolet TrailBlazer
There’s a fuse box underneath the hood of your suv on the drivers side, check to see if the relay is blown and you can check it by swapping the ones in the fuse box around... there’s also a fuse house on the left side of the dashboard when you open your door you’ll see it and I believe there’s something underneath the back driver side seat hopefully this helps!

Fuse box for the tail lights is under the rear driver side seat. Pull the seat forward it's right there.

This is almost correct...instead f straight back pull straight out from the side, right light, pull to the right, left bulb, pull to the left.

on a 2003 Chevy Trailblazer, you have to remove the grill to access the back of the head lights. It takes a good pull (don't be afraid to use a little force). Pop the hood and there 4 metal pieces that slide up and several plastic pieces that pop up. You will see the lips on the metal slides (about an inch in width) and you pull those up to loosen the grill. There are 2 of these slides (one on each far side, almost hidden) that are hard to get your hand into that you might need a screwdriver or something for leverage to slide them up. Then pop up the plastic pieces holding the headlamps in place and with a little force pull the grill off.
Then you can access the back side of the headlamps to replace the bulbs.

SOURCE: Low Beams Don't Work!
There is more than one relay I know but make sure your bulbs are good I HAVE seen this happen more than once.. low beams can go at once.. and still have hi beams check this first please .. Jerry

and Repair Notes TAIL LAMP REPLACEMENT REMOVAL PROCEDURE Open the rear compartment. Remove wingnut and pull back the rear compartment trim panel from the tail lamp. Remove the wingnuts from the tail lamp. Remove the tail lamp from the rear body panel. Disconnect the electrical connector from the tail lamp. Remove the tail lamp socket, turning counterclockwise. Remove the bulb from the tail lamp socket. Remove the sidemarker lamp socket, turning counterclockwise. Remove the bulb from the sidemarker lamp socket. INSTALLATION PROCEDURE Install the bulb to the tail lamp socket. Install the bulb to the sidemarker lamp socket. Install the sidemarker lamp socket, turning clockwise. Install the tail lamp socket, turning clockwise. Connect the electrical connector to the tail lamp. Install the tail lamp to the rear body panel. Install the wingnuts to the tail lamp. Pull back the rear compartment trim panel to the tail lamp and install the wingnut. Close the rear compartment.

Raise the hatch & there are 2 tail light assemble mount screws...remove screws to remove the entire assembly. Look on the back side & remove the bulb that needs to be relaced
