My 1995 Oldmobile Cutlass Supreme SL will not turn off when you turn the ignition switch off. If you disconnect the positive battery cable and then turn the ignition switch on and then off again the car will turn off. Can someone help me resolve this issue please?

There is a red wire close to the battery in the front. It's not connected to anything. Apply positive voltage and that will run your pump for testing purposes.
The large cable from battery connects to the large bolt on the starter...the small connector is the ground...be sure to disconnect your battery before working on these 2 connections...no other connections.
was the electrical ignition switch attached to the transmission changed? It is attached by the shift cable. If the contacts in that are worn or burnt it will continously run as you state
mine is doing the same... all i did was reconnect the battery...and it worked fine...but know my hood wont open!!! so i cant fix the cable on the battery!!! i pull on the darn cable so hard and the hood still wont budge!!!
try taking a power wire from the battery positive and getting it on the starter terminal and seeing if the starter turns over if it does it could be a fusible link that runs between the starter terminal and the relay
