If the theft light is on there is most likely an issue with the vehicle's immobiliser system. If the key or fob has a battery in it try replacing that. It might be starting to go flat and not giving a strong enough signal to the vehicles security system. Don't assume the worst when it could just be a simple fix.
There are no reset buttons for a factory security system.
I would start buy checking for fuel pressure and spark. There will be a test port for fuel pressure on the fuel rail. you should see around 35 psi. If there is none than check for power to the fuel pump. I suspect you will find a fuel issue.
No one ever touches the fuel safety switch button, for any reason
The switch will be closed unless you totaled the truck in an accident
Put a volt meter across either side & test it for battery voltage
A stuck button in your words, does not mean a bad switch
You can do almost all the testing you need for a fuel system, with wiring diagrams & a meter at the fuel pump relay, under the hood & confirm continuity of the fuel shut off sw
got a 2004 ford explorer it wont start but it turns over put fuel pump starter evap canister and purge valve it was broke, and a battery fuel filter, tac system and it still wont crank
Check to see if the coil packs are getting spark, Than the sparkplug wires,,If it is getting spark than do a fuel pressure test to see if your fuel pump is working. A 99 is old enough to have a bad coil or fuel pump, How many miles?? Over a 100k. You might have to get a garage to do the test and check the fuel filter, fairly easy to change on a ford.
The pump is in the tank. The tank has to be droped to replace it. Pumps can go bad at anytime without warning. A failing pump you may not have noticed but can go bad when sitting. Try checking the autoshut down relay and fuses assiciated with the pump. Seems its not getting power or has failed.
check your battery voltage then check your start solenoid most times they get corroded and restrict voltage also on a lot of fords if the trans is not all the way in park the engine will not turn over its protection so you wont start in gear
