No the vin number has nothing to do with the radio code the dealer has a automated phone number they call and tells them how to retrieve a code and the manufature gets the unlock code from this,try to google radio unlock procedure for the vw passat.

You should have been given the radio code for the vehicle when purchased, if not you will have to visit your local audi dealer for them to obtain the code from germany, check your audio handbook to see if the code is in there

SOURCE: How to exit Radio Safe mode on my passat

Wiih most radio units....If you have the proper code and have NOT tried more than 15 times to enter an incorrect code....you should be ok.
Turn OFF ignition switch and remove the key. Switch OFF interior lights. Switch ON Radio unit and SAFE will appear.
Leave everything alone for a period of ONE HOUR. During this time NO power (no matter how small) should be drawn from the battery. This is why the interior lights MUST NOT come ON when the door is opened. Trunk should also remain closed. In the event of any power been drawn from the battery in this time...You must start all over again.
Radio should after this time return to standard mode...Usually 4 flashing bars. Then enter your code. Dont forget to lock in the code and all should be fine

yes look in the owners manual usually the previous owner has it written down in it some where so they didnt have the problem your having

If you don't have MODE and SCAN buttons ( I didn't ) you can try as above but with TP and TA - they worked for me.

1. Push simultaneous "SCAN" and "RDS" keys until on the screen will appear "1000" displayed.

97 VW Cabrio

You should be able to call the dealer and get the code for free. They may ask you to fax over proof of ownership. They always give me the codes when I call but I do own a shop. If a shop is telling you it cost 75.00 they are just wanting you to buy thier lunch for the week.
