It all depends on if your vehicle is equipped with rear wheel ABS or 4-wheel ABS. You didn't say, so I have posted both. If this does not give you the information you need, let me know. Tell me EXACTLY what you are trying to fix and I will do what I can to help you.
This is a very common problem (rusty brake lines). It's really not that hard to drop the tank down if you have the right equipment. I really don't think I would want to do it in the driveway, but it can be done. All you really need is a floor-jack and a set of jack-stands. Put the vehicle on jack-stands and remove the rear wheel to give you room to crawl around. Remove the driveshaft. Take the hose loose at the fuel filler-neck. support the weight of the fuel tank with the floor jack and remove the fuel tank mounting straps. Lower the tank about an inch or two so it can be shoved toward the other side of the vehicle to get clearance to the brake line. Once you have enough room to get your hands into the frame rail and the brake line, raise the fuel tank up and pin it against the frame and bed so it won't go anywhere while you are working in there. It is not necessary to take the fuel, EVAP lines, or electrical connectors off of the fuel tank to do this.
You will need a small tubing cutter and a double-flaring kit to fix the line. DO NOT use compression fittings! You can go forward until you find a place in the line that is not rusted, and cut the line. Install a flare fitting in the line where you cut it. Remove the bad section and use it to measure the replacement piece. You may have to buy a long tube from the parts store (which will allready have flares and fittings on both ends. For a nice, custom job, use the old rusty piece as a pattern for all your bends and length. cut it off to the proper length and re-install the flare fitting on the end you cut. Then install the line in place of the old one and join it with the original line that you put the flare on, using a flare-union. Your parts store should be able to supply all parts. I would get the old rusty piece off FIRST so you can take it with you to make sure that you are buying the correct size line and fittings.
P.S. Yes, REAR antilock is standard. This DOES NOT mean that you do not have 4-Wheel Anti-Lock....Your vehicle MAY be equipped with 4-Wheel Anti-Lock as an OPTION.
Did you read the instructions above? You are going to have to move the tank out of your way. The brake lines are fastened to the frame rail with plastic holders that are fastened to the frame. You have to get in there to remove the section of brake line that is bad. No, there is no other way. It's not that bad moving the tank over. You are worried about something that is nothing but a thing. If you are uncomfortable following the instructions above, the only other suggestion I have is to take it to a professional.

These diagrams will be contained in the Dodge factory service manual set for this car. The service manuals are copyrighted and not available for free download. You mat be able to purchase a used manual set on eBay. You can also access them at a pay site called alldatadiy,com for a modest subscription fee.
To locate the leak raise the vehicle off the ground and support it with safety stands, then fill the master cylinder up and have someone press the brake pedal while you look for the least, there are only a few brake lines, they are 3/16" lines, once you locate the leak remove that brake line and have a shop manufacture a new line from straight stock brake line tubing. The factory doesn't supply ready made brake lines, they must all be made from stock straight steel tubing, this requires special tools and skills or you will damage the new line or it will leak.
You will need to remove whatever is in the way, if that is the gas tank then you will need to drop it down far enough to reach the line to replace it.
Here are detailed instructions for dropping the tank and tools required. Also if you plan to make this line yourself you will need a brake line tubing bender and a steel tubing double flaring tool that has adapter for 3/16" tubing.

Lift up the side of the Dodge using the jack and place it on jack stands so that you have plenty of room to pull the tank out of the bottom of the vehicle. Look inside the bedside and locate the connection between the gas filler neck hose and the gas cap using the flathead screwdriver. Pull the hose off of the cap so it's free.
Crawl underneath the vehicle and locate the top of the gas tank. Unplug the electrical connection to the fuel pump using your hands, then push in the clips holding the fuel lines to the tank using your fingers and pull the lines off of the tank.
Place the wood block on the jack, then lift the jack so the wood block is contacting the bottom of the tank. Position your assistant on one side of the tank to support the weight for the next step.
Unbolt the tank from the frame using the 3/8-inch ratchet, extension and sockets. Slowly lower the tank from the chassis, making sure to have your assistant balance the weight as it's lowered. Pull the jack and the tank out from under the truck.
Tips & Warnings
This process is made a lot easier by removing as much of the fuel from the tank as possible. If you can, drive the truck until the tank is less than 1/4 full. If the truck is not drivable, siphoning out the tank is not recommended, as you can poison yourself with gas by using a traditional method and you expose a lot of fuel to the air siphoning out the gas using a pump, raising the risk of fire.
Never smoke or have an open flame nearby while you're working on the fuel system of a vehicle. If you do, you risk causing a fire and damaging yourself and the vehicle.

Open up the tail gate, you will see two torque screws on the inside beside the tail lights. take these out, this will free up the housing and you can change it from there.

I believe its a rear break line and its up next to the gas tank. I cant see the line though. does the gas tank need to be dropped in order to replace? thanks Dan
the owners manual says rear antilock breaks are standard in 1500 rams. my problem is when I went somewhere with the truck the other day at the first stopsign the break peddle was soft and went to the floor, I was lucky and the truck stopped, I went back home and checked things out. I noticed break fluid on the ground and so it looks like I have a rusty line or some kind of wear that the fluid is leaking, I believe its a break line but my problem is the gas tank is in the way to see anything and I cant even get my fingers in to feel around. I have changed a break line on an older vehicle but its been awhile. I was wondering if you can change the line without dropping the gas tank. I can see the break line going back but not after it goes along the gas tank. the breaks amber warning light are on but not the abs one. thanks Dan
I already located the leak. my problem is locating the break line, it seems like its running close to the gas tank and I cant see the line, is there a way to get at the line without dropping the gas tank. Thanks
