Its the problem related to faulty clutch or faulty clutch relay/.Its the compressor clutch that engage, and then the AC compressor starts running. If the clutch does not engage then compressor will not run.
---------
Test the voltage at low pressure switch on the Freon line.If there is no voltage then problem relates to low pressure switch.By-pass this switch and see if that helps.-------
Cross over the brown and light blue wires at the low pressure switch and that should kick on the compressor and fan .So try this first. If by passing the switch turns on the compressor, then low pressure switch has to be replaced.--------
But if bypassing the low pressure switch does not helps, then problem is AC compressor clutch or faulty clutch relay.Yes there is a relay.
The A/C relay is ECM controlled to delay A/C clutch engagement 0.3 seconds after A/C is turned "ON." This allows the IAC to adjust engine speed before the A/C clutch engages. The ECM also causes the relay to disengage the A/C clutch during WOT operation. The A/C relay is energized when the ECM provides a ground path for CIRCUIT 366.
-----------
Also try this, applied direct battery voltage to the green terminal on the compressor and the clutch should engage. If its not engaging then its clutch issue.--------
You will have to follow the wiring diagram and test the relay, compressor and clutch.------Click this link below, it has all wiring diagrams to be followed.

I have same problem with good fuse (radio plays), and blower works, but no lights on the ac control panel.
