there is an adjustment bolt on the back side of the idler pulley . you just loosen up the nut on the front of the pulley , then turn the 12 mm bolt under the pump on the back side of the pulley.

You will need to pull the door handle and either repair the linkage to it or replace the handle, this requires taking the door trim panel off.

I had the sme problem with my 1992 prelude si. The problem with mine was that the intake manifold gasket was leaking horribly. The idle would go up and down just setting there, but when I held the brake long enough it stopped. An easy way to see if it is the gasket is get WD40 or Brakleen or soemthing like that, and spary it where the intake manifols bolts to the block. If you hear a change in the idle speed (faster or slower) just change out the gasket.

Look on ths side the transmission is located on, and look for a yellow handled dipstick. It should be on the front of the transmission somewhere

I promise this works 'cause I used it:
Put the key in the ignition, move the intermittent wiper control to the middle possition and then turn the key on.
just to clarify it's the ring that controlls the intermittent wiper speed and not the int / low/ high switch.
What this does is it resets the multiplex unit that controlls the accessories such as the power door locks. This problem usually happens once the battery has been removed or disconnected and reconnected.
Every once in a while the multiplex systems lock up. Especially on the 98s. That's how you wake em up.
