Could be your dimmer switch gone bad, that controls your low and high beams, the contacts for the low beam is usually the one that goes bad first, the high beam contact isn't used much.
My Oldsmobile had the same problem, only high beams worked, replace the dimmer switch and fixed the problem. Unfortunately with my car replacing the dimmer switch gave me a hard time. Most dimmer switches are located in the steering column underneath the dash board and a little hard to get at. Dimmer switch costs about 12 to 15 dollars, very cheap but very hard to reach and replace. The switch it self is activated with a small metal rod going up and down next to the steering column and into your turn signal lever, when you pull up it pushes the metal rod down to activate your high or low beam lights.

Dimmer switch is on the floor, right? remove dimmer switch and replace with new one. Probably all rusted and corroded inside, you may have blow the brake switch when you hit the dimmer, also check the wiring to both the dimmer and the brake switches.

High beam dimmer switch on a 1989 Cadillac Seville

Could be a couple of things. One would be that the dimmer switch has over time come loose and is now out of adjustment. Or the plastic piece in the column that pushes the rod that goes to the switch has broke. Or the switch is bad.

A15 CHECK DIMMER SWITCH OPERATION
  • Using a voltmeter connected to a known good ground, check for voltage to Circuit 1036 (BR/W) from headlamp switch.
  • Operate dimmer switch to LOW setting.
  • Operate dimmer switch to HI setting.
  • Using a voltmeter, check for voltage to Circuit 1035 (O/R) from headlamp switch.
  • Is voltage present on both circuits?

If ground circuit to headlamp switch is good, REPLACE open headlamp dimmer switch. RESTORE vehicle. RETEST system.


A16 CHECK FOR DIMMER INPUT TO LCM
  • While operating dimmer switch, connect a voltmeter to ground and alternately to Pin B16, Circuit 1035 (O/R) and Pin B15, Circuit 1036 (BR/W).
  • Is voltage present alternately at both circuits?
