I have a 1999 Grand Vitara JLX that putters and spit at idle taking off at red lights or stop signs when it's in full speed or at a decent speed it runs fine what could it be?

ever get a tune up this decade.
like new spark plugs? at 30k or 60k miles per the owners guide.?

sputters is misfiring, and is 90% caused by owners never doing service. regular service,
same answer for 100 years, gas engines.
time to get it serviced,

if it it is tuned up.??????
then EGR stuck open, lean it or replace it.
or one or more cylinders are misfiring.
a scan tool is next to see if its 1 cylinder or all cylinders misfiring, and lots more (test wise)
or better yet? ask your mech (tecH) to find cause.

no engine stated. so.... no details. ever.

Is there a timing belt and performance difference on the 1.6L 16V engine type ? i was told that there's something to do with E/I position? sidekick/vitara 1994 lwb 4 doors if it matters.

no, the E and marks are for 2 engines.
E mark for G16B (16valve MPI engine)
I and E marke are for the twin cam engine, (see link for deeper facts)
see?
if you use the wrong marks, the engine will not run
and compression falls by 1/2 from 180 psi to 90 or less.

the G16A is different 8v head, yours is the 95HP, 16valve head.

covers all ways to do it right and wrong.

Timing belt

what year, what country, Preg is a secret code only UK people know.
so I will guess, its a 1995 Vitara. wild guessing
and then guess, its a 1.6L engine. (im on a roll here...)
I will not even try to guess the head type, 16v or 8v they are diffr. too.
both are here.
