1996 is the year that OBD II was mandated, so your Voyager might be OBD I. OBD II would have the connection under the dash on the drivers side. OBD I has the connection in the engine compartment. It will Not LOOK like the OBD II connector, it looks like a big square with a corner cut off. You will need a DODGE OBD I code reader also.
OBD 2 connecotr is usually under dash on driver side. But OBD 2 did not start officially until 1996.
OBD 1 before that. Could be under hood.
