Happens when raining! This is most likely moisture getting into the circuit somewhere. Simplest solution is, find the sounder, usually, somewhere on or near the front bumper. Check and clean all the connections. Check what wires you can see for damage. Have a good look using a flashlight to see if there's any obvious places where water is getting in. If you can't find anything go to a good auto electrician and get the wiring you can't see checked.
Sounds like the contacts in the steering wheel are jammed on,need to strip it apart and check that the spring is pushing the contacts away

My best guess is that the drive belt to the hydraulic pump is loose / worn, and it slips when wet. Also the extra load imposed on the system by turning when stationary causes it to slip even when dry.
Check that first :-)

I sounds by your explanation, that the belt which drives the alternator is slipping when it gets wet.
When this happens the alternator stops charging the battery, and when battery voltage drops the engine cuts out and won't start due to not having enough current to supply electrons as well as starter motor.
Have the belt tension checked, as well as charging output of alternator, should fix it.

Take a look at the ignition system, most likely there are coils and ignition wires on this car, but don't quote me on it. However, this is very likely on a seventeen year old car.
Anyway, if the wires are more than four or five years old, it might be a good idea to replace them as moisture tends to get into the insulation and cause a misfire or stall. (I had this problem with my '89 Tracer and it drove me nuts). Another issue is check the ignition coils and make sure there are no cracks as these will less moisture in and cause a misfire.

I sounds like you need to grease the intermediate shaft. GM sells a kit that consists of a plug and a bag of grease for around $18. It has been a few years since I bought it so the price could have went up. They also offer an update shaft for around $100. I am nearly 100% sure this is your problem. I have a 03 Yukon and have done it 3 times in 120,000 miles.
There are a few other posibilities, but they are not so cheap. The next logical problem could be the power steering pump or the valve in the gear box.
