Many things come into play here and FIXYA can not see the vehicle to access what all problems could be . FUEL and spark need checked could be a bad starter also . then timing comes into play .

SOURCE: 94 Toyota Camry XLE seatbelt light

Here is your solution:
What you have is a bad seat belt receiver (the female part). There is a switch inside of the receiver that needs to close to ground when the seat belt male part is inserted. You can either replace the seat belt receiver, OR, you can do this: Look under the seat for the wiring harness going to the seat belt receiver. You will find a Red with a Yellow tracer wire. Connect this wire to a grounded part of the body (the bolt for the receiver, on the floor, is usually OK), and the light will be out forever.
Please comment back if this helps, or you have any other questions.
And, Thanks for choosing FixYA!

The compression is the same for all cylinders(150), but when I turned motor over, water came out of #1 cylinder only. Any idea?

Sounds like a head gasket leaking water in from the cooling system. Does it run OK? Any water in the oil on the dipstick and a mayonnaise type film on the oil filler cap?

How to tighten an belt on 1994 toyota previa

its not the fan belt it sounds like the timing belt or crank angle sensor, it could also be the ignition coils on the spark plugs that need to be checked.
you have to remove the drivers seat, the drivers carpet and the plate under the drivers seat to access the head cylinder where the spark plugs are located

I would Google the problem first to see if other previa owners had the same issue and how they resolved it.

You could also call a garage and explain your issue and ask for a quote to check or diagnose the problem.

shop around and get a few quotes first.

Often a sign of faulty plug wires or cap and rotor.
