There should be two flasher relays.The one for the turn signals probably is bad.The easiest way to find it would be to turn on the hazards and listen to where the clicking is coming from.Track that down and the other flasher is usually next to it or within a few inches of it. As long as the hazard flasher is working you can remove that one and put it in the turn signal one just to verify that is the issue.If that corrects the issue you will need to purchase a flasher relay.
If all lights work than suspect a bad turn signal flasher.owners manual may give you the location
but if not, check in the fuse box or under dash driver side.

The unit for the emergency and the flasher is usually the same unit as your possible problem is in the selector switch of the flasher/blinker which is the multiple point cluster switch.
It will be good to start the test using a multimeter to trace the voltage to the switch, if absent check the fuse market in the fuse box.
Since the emergency is working the unit seems working fine and hence your cluster switch must be double checked because the trigger positive to the unit from the switch is absent.
Cross and test with +12 volt to confirm.
