My 2003 jetta 4 1.6 runs fine and then will suddenly cut out when I stop at an intersection or slow down and gear down to 2nd gear. It then swings and struggles to start, when it starts again, there is a stale petrol smell and revs are low... also will suddenly pick up to over 4000 rpm when in neutral.

Again check those filters sounds like yours is clogged diesel filters have to be changed regular they catch water and it is passenger side by rear tire I believe and can be easily damaged if you bottom out and crush or puncture it hope this helps.

sounds more like the IAC, Idle air control valve.. they can be cleaned with carb and choke cleaner gently...

check and make sure that there is no vacum leaks, such as any broken hoses especially the duct hose from the throttle to the mass air flow sensor , other tha that you have a defective idle control valve

You'll have to get it checked. Its going into limp mode. When this happens you have third gear and reverse. Its to get you somewhere to get it fixed. You can damage the tranny worse driving a lot while its like that

SOURCE: when in neutral or low rev occassionaly cuts out

it's your idle air valve located on the backside of your intake round with two large lines going to it make sure you check junkyards first for one because you'll faint when you hear the price at the parts counter.

COULD BE THE GOVERNOR WORN OR DAMAGED.I WOULD HAVE IT TAKEN TO TRANSMISSION SHOP.HE CAN RUN A DIAGNOSTIC TEST USING A SPECIAL SCANNER TO CHECK 1 - 2 SHIFT SOLENOIDS AND 2 - 3 SOLENOIDS.ALSO YOU COULD BE HAVING PCM PROBLEMS.IT NOT CONTROLLING THE SHIFTS.
