97 chevy malibu 3100 engine, what should the voltage be to the coolant tempture sendor be?

The engine block is probably the same, but most of the components including exhaust and sensors would be different.
A salvage yard could tell you for sure, they have the interchange books.

that sounds like thermostat stuck closed, also on this engine they all had bad intake gaskets that leak coolant into oil if that hasn't been change it has to, go with fel pro gaskets never use oem gaskets

Have you tested fuel pressure? Sounds more like EGR valve stuck or coolant temp sensor bad.

99% of all cars have the thermostat sitting in the top of the manifold with the top radiator hose going into it, Don't remove the hose, just the housing, catch the coolant in a pan, take note of the thermostat position, pull out and replace, new gasket, no glue, filter coolant, reuse, all set.

The fan relay is in the engine compartment 5 terminals. The switch is the coolant sensor normally located on the water outlet

the solinoid is on top of starter. the starter is in front of engine, from underneath you can see the starter. maybe the shield has to come off if you have one on that car. but it is in front on bottom on the 3.1,

I think you may have answered your own question. I would check to see if the fuel pump is turning on when you turn the key on to the run position. You should hear a buzz sound coming from the gas tank. I would start there.

the relays control circuit is grounded by ECM (computer) . to check this make sure the is hot enough for the fans to be commanded on by computer and check to see if you have voltage at relay and it has ground from computer . you may need ECM.

check the pulley if it wobbles alot replac it. or,
bolt may be comeing loose
put red locktight on the bolt adn torque it to 76 foot pounds
