you don`t say what year this is. most cars as far back as late 90`s still have the decal under the hood somewhere that shows the belt routing. the auto parts store may show a belt routing for your car as well.
there should be a diagram of the belt routing on the car under the hood top of radiator. If not get a manual it will show you how the belt routes and how to remove and install the alt. otherwise ask your parts store to look up the job and print the directions for you
If you are referring to serpentine belt, Thisis how to do it.
Lift the hood and prop it open. Find thelock nut on the serpentine belt and use a wrench to loosen it.
Turn the adjustment bolt counterclockwiseto remove the serpentine belt. This bolt is located under the water pump hose.Remember how you remove the belt so that you can reroute the new beltcorrectly.
Install the new serpentine belt by securingit on the pulleys in the same route as the old belt. Check the belt routing onthe underside of the hood to make sure you get it right.
Create tension in the back of the belt byturning the adjustment bolt clockwise.
Check that the belt is on each pulleyproperly. The belt should be centered on each pulley, not on the edge.Tightenthe lock nut to secure the serpentine belt in place.
The serpentine belt on my 2001 Beetle loops around the outside of the large pulley closest to the firewall, at the bottom, then goes around the outside of the forward lower pulley, then crosses to the inside of the one right above the forward lower pulley, then loops over the outside of the alternator pulley at the top front side, then goes inside under the tensioner pulley, and back down to the outside of the big rear pulley.
I hope that description makes sense. A picture would work a lot better, but I don't have an easy way to post it. Also, I know you asked about the '99 Beetle, but I assume its routing is the same as the 2001 (which is the one I have).
