I guess the real quesiton is, "why do you want to your car to run cooler? Is it overheating?"
Firstly, have your vehicle's Diagnostics checked to ensure all cooling electrical sensors are operating within spec (ie coolant sensor etc) - this will rule out an incorrect temp gauge reading.
Then, ensure your cooling system is operating at optimum - check for correct coolant mixture (50/50) as this fluid has an anti-boiling point and its purpose is to draw heat from the engine.
- Radiator: ensure there is no restriction (you could possibly upgrade to a multicore radiator)
- Fans: ensure your fans are running when they should (you could possibly upgrade to larger fans, if room permits)
- Thermostat: check for correct operation (ie make sure it's opening at correct temp or change thermostat to one with a lower opening temp).
- Radiator CAP: upgrade to a higher pressure cap for your radiator
- Upgrade your Waterpump to a High Volume type (if available)
CAUTION:
However, it should be noted that efficient combustion relies on engine temp to be up aruond 190-200 degrees, which provides the best fuel economy. So, the lower the engine temp, the more fuel your Camaro will use. I would not recommend going below 180 degrees (anything lower may trigger fault codes and upset the data being sent to your vehicle's engine ECU).
Ultimately, you could look at ways to make the AIR intake cooler instead
