You may have a bad relay. the relay for the blower motor is located in the fuse panel inside the vehicle and is in the "R14" position (see picture of fuse panel location a nd diagram of layout below). I believe but double check and please don't take my word on it (check numbers on relays to see if they match) but I believe the R13 and R14 are the same kind of relay and IF they are switch them to see if that's the problem. PLEASE double check the numbers I may be wrong. I hope this helps and good luck.

1999 Mercury Cougar started overheating. There is no coolant loss; no water pump squeal etc. We replaced the thermostat with no effect on the overheating. It appears as if the electric radiator cooling...

My 1999 Cougar started running hot and I took it to my mechanic and he found that the water pump belt was broke. Replaced belt and all is well. Hope this help.

1999 mercury cougar only blows cold air, no heat.

It's very common in the Cougar, Hate to say it, but I think you know the answer. You need a new Heate Core, PS, Their a B#$%#.

Heater not blowing hot air

If the fan motor is blowingthen this is a sign that the fuse is good, if it's not then check the fuse, or you may need a new fan. as for not blowing heat it could be that the gate valve in the heater lines is stuc closed for some reason, or you could need a new thermostat. as for fuse slots 5 & 6 I am not really sure for your car as I would need to see the fuse panel and what accessories you have.
