First of all your belt shouldn't be coming off at all period, it sounds like either you have the wrong size belt on your vehicle, or your Idler/ Belt Tensioner is going bad and not keeping your belt tight on the pulleys. I would first check to see if you have the right size belt for your vehicle and check to see if your Belt Tensioner is working properly and not frozen or seized.
There is a water drain plastic "accordian" tube for the cowl (in fact there are 2; one on each side) that tends to break. The tube is known to break (i've fixed several) often time just above the tensioner pully which means that when it rains, the rainwater drains right onto the serp belt. Repair the tube and done.
