Fill the filter with ATF, if no diesel fuel is handy. The T section with double o rings and a hair clip was removed, pour ATF in the resultant hole until it was full. Remove the clear line from the filter to the pump by disconnecting it at the filter. With a thin tube fill the line with ATF fluid until no bubbles remained. Reconnect the clear line to the filter. The car should start immediately.

There is a check valve in the fuel pump that sounds like it may have gone bad. Check the fuel pressure at the shredder valve, there should be 60 to 65psi during the prime and will drop 5 psi when the engine is running. Once the fuel line is primed, check to see how fast you lose your prime. Since you replaced your injection system, we can eliminate the fuel pressure regulator leaking which was common on the injection system your truck run's on. If the fuel pressure drops fast then it's going to be a bad check valve at the fuel pump and it may be time to replace the fuel pump it self. Good luck and hope this helps. Note: do not try to start the engine with putting gas through the throttle body, it's been know for small fires to start and burn the spider injectors.

If you do not refill the filter housing after replacing the fuel filter there is another way to refill the housing.
after the filter is replaced and the cap is secured turn the ignition to run for about 5 seconds then turn to off. again turn to run for about 5 seconds then turn off. Repeat this about 8 to 10 times and then start the engine.
What happens is that every time you turn the ignition to run the fuel pump attempts to pressurize the line then shuts off. That is why you have to repeat the process.
While the truck is running the power to run the fuel pump comes from ecm. Some kind of safety function Dodge has built into the system so fuel will not continue to run if the engine is shut off.
