There isn't much a person can do at home when it comes to repairing a emissions failue there are HC failures where there is unburned fuel
There is CO which is incomplete combustion poosr compression, valve problems ect.
NOX Oxsides of nitrogen which is usually over heating engine or EGR
O2 (oxygen) leak in the exhaust
Oh yea evap emissions where the fuel vapors escape into the atmosphere through a .020" hole in the fuel vapor recovery system somwhere between the fuel ank and the engine compartment Oh god you need a smoke machine to find those.
Oh god I repair emission and its so damn hard fix one thing and another reading goes wackey
There is NO WAY without a 5 gas analyzer you can hit it Please trust me I know money is tight but take it to an emissions qualified shop and be done with it cheaper and less hassle, sorry just being honest really.Here in Seattle you will find nearly no old vehicles like yours due to emissions they cant be made to pass so off to the wrecking yard they go thats the goal of the emissions program get rid of the GROSS POLLUTERS and make people buy new cars. Thats our wonderful Goverment.
But in Japan you have to my law change our engine at 40,000 mi due to their emissions laws or junk the car.

Failed emissions hc high

First I recommend changing spark plugs, air filter, and change the oil & filter. If these are dirty or fouled up it will kill your millage and help to fail smog.
You can reduce both NOX and CO emmissions by adding denatured alcohol to the gas tank. Run it down to a bit under 1/4 tank and add 1 1/2 gallons. It makes the engine run a bit rough, but really clean.
If you still fgail SMOG then you need a new catalytic converter.
I used to "trick" my 86' with alcohol, but just rebuilt the engine so I put a new Cat on it. It passed emissions with WELL BELLOW numbers.

I got a 1995 GMC Saburban it cranks over but wont start.. Was checking timeing an was setting #1 at TDC when i noiticed the disturbutor cap turning with the motor

Obviously the cap shouldn't be turning the only way I see this happening is if the shaft locked up inside the distributor at which poin you are going to need a distributor.

I have a 86 E-350 RV if i iliminate the pollution pump with evrything and plug the manifolds will that over heat my manifolds or its ok to do it

It is against all Federal Emission Laws in North
America to tamper with it

What would be the purpose,so you could fail

My motors turns on my 1999 gmc saburban but doesnt turn on

Remove the hose to the air intake, and pour about a shot glass's worth of gasoline into it(or you can put it in a spray bottle and shoot a little in there. Try starting it, and see if it hits. If it fires and then stops, you need to figure out why it isn't getting fuel. about 90% of fuel problems are the fuel pump, however, and would be the first place I would suggest looking.

FAILED EMISSIONS

possible but could be head gasket or valves , or worn rings and is by passing the pistons going straight out the end ...or maby settings are wrong ? try carb cleaner and inspect visually air-filter etc.

check your exhaust valv and as for not being able to connect to OBD system, check all of your fuses.
