There is a fuse in the panel under the left side dash called a/c cruise. Not sure that is the problem, but sounds like a common denominator. Your diagrams are availabke on autozone.com.

Nope, it has two bolts one towards the front and one at the back underneath. Be careful of the one in the back as the nut is tricky to get on. You don't need to remove the bracket.

this depends on whats wrong with the cruise control if its just a fuse then it will be relatively cheap if its the servo itll be a little more expensive but not extremely outrageous should be around $100 or less give a take a few dollars.
