Your fuel tank has a leak which means its getting air or releasing air outside of the fuel tank is why the fuel pump is not working properly because of where the leak is at by this changing the pressure.

Can't turn the idle down

you have 2 idle settings. one is for cold and one is for after the engine has warmed up. So find the scew that goes to the warm engine idle. turn it down and your set. You might need a Chilton to find what you are looking for.

DIES WHEN I LET OFF OF THE THROTTLE

i recently worked on a 90 civic and i was able to adjust the idle by loosening the throttle cable near the throttlebody (there are a couple of nuts) and adjust it by moving the nuts along the cable adjuster by spinning them until the car idled well again and the owner has had no problems since
(it was not stalling but was very close to it especially at stop lights)
hope this works for you!

Honda Prelude 1989

well, there has to be a leak somewhere, broski.

Because you wouldn't be smelling fuel inside the car if there weren't.

I'd look somewhere around the fuel pump housing and work my way to the front of the car, personally.

chances are you're getting close to the leak if the fuel odor is getting stronger.

Idle probs

Check your idle control valve. You might have to replace it, 80-90 bucks new. Or see if there is an air leak from the intake manifold. had the same problem.
