Both your low beam and your high beam is protected by the same fuse, so it makes sense that the fuse is OK if the high beam is working on the passenger side. There are 3 fuses for the headlamps. Fuse #13 in the Battery Junction Box (20 Amp). If this fuse is blown, the headlamp relay will not have any power and neither high nor low beam on either side will work (you will have no headlamps at all) Then there is Fuses #2 and #3 (15 Amp) in the Battery Junction Box. #2 goes to the left low and high beam and #3 goes to the right low and high beam.
The headlamp switch uses a SINGLE CIRCUIT to control BOTH sides at the same time, so if one side works, the switch cannot be the problem. The headlamp relay provides power for fuses #2 and #3 and we already ascertained that these fuses must have power since we have working lights on both sides, so the relay cannot be the problem. A replacement bulb has already been tried, so that pretty much leaves us with a bad lamp socket. (Most likely cause) or a bad connection at splice #S122, which is located in the main wiring harness near the breakout for the left headlamp. (RED/BLACK wire)
Both my high beam lights do nt wrk. nor the interior lights. replaced the fuse. wrked for alittle while then blew again.
Sk177505, When you say that you checked the fuses, did you check the fuse box in the engine compartment as well. I believe that Ford has fuses for the high and low beams here. When you replaced the bulb, did you look inside the plug to check for any debris or corrosion. If you have a test light then check for power at the plug. Test this with high beams and low beams. Also, try wiggling the wires going to that plug when the lights are on. Good luck with this.

Did you ever fix this issue, I am experiencing a very similar issue and its driving me crazy; no one can figure it out. Both headlamps randomly just turn off but the marker lamps stay on. I have narrowed it down to the interrior fuse block area. I dont want to just start replacing parts without a confirmed diagnosis. When this happens, both low and high beams go out but I can still pull back on the switch and the high beams will work if I hold back.
Look to fuse 16 and 17 in the passenger fuse box if they were okay look to the raley on the engine fuse box if it klick once you open key ignition then replace the signal and light arm where the steering well however if u didn't work on it before so deaiple the battery and then work thank you
