The ECM should be located behind the passenger foot kick panel. The OBD I system did not monitor many systems so it isn't too surprising that you do not have any codes to retrieve.

The fusebox for an 03 Corolla is on the driver's side of the dash, above the plastic panel that is above your knees. You can see it by looking up and to the left, under the instrument pane, with a flashlight. It is a rather large white or cream-coloured box (depending on where the car was produced). An easier way to get to the fuses would be to remove the plastic trim panel that is directly under the bottom of the instrument panel.
P sign on your instrument panel means that your parking brake is cocked! release the pedal by kicking it off with your left foot and see if the P sign goes off
check the relays under the kick panel on drivers side...maybe switch them around and see if that works....sometimes corrolas will do the same thing.check the ones under the hood also.
