the horn realy is in the fuse box and the horn is behind the right headlight, and no i have never set off an airbag servicing a horn, if you are worried disconnect the airbag fuse
With the car off, press the horn pad. Do you hear a clicking noise? If so, you will need the horn units. If not, your problem would be the horn pad which is part of the airbag assembly.
the fuse for horn is the same as inside lights powerlocks and glove box light, the fuse is # 11, heres a diagram of the fuses i check off the horn fuse, hope this helps.
If the horn was very faint then it probably went bad. They are fairly inexpensive and easy to replace. I take it your fuse panel doesn't have a diagram on it or you don't have the owner's manual?
I have a 95 cavalier and am currently replacing the pcm. It isn't located under the dash. It is in front of the right wheel. You have to jack it up remove the right front wheel, and splash guard. I also suggest removing the bumper for easier access. You may have the remove the horn assembly to remove the pcm. I ended up bending my because well I'm lazy and my horn was going to be a pain in the **** to remove plus it didn't work. You should see 2 or 3 wire connectors coming out of it. Make sure you label them before removing them. They should be label anyhow but just incase.
