I have a 1991 Isuzu Trooper with the 4 cylinder. It runs good but has a rough idle. At speeds of 55 or greater, the "Check engine light will flash periodically. There are no codes to pull. I have changed the timing belt and re timed the distributor. This caused the vehicle to run better but still has the above problems. What do I check next? I have also checked and repaired all vacuum links

Many states will not pass a vehicle with a check engine light.
The P03000 code you have has little to do with the gas cap, rather it is a random misfire code. read more about this code and possible fixes in the link below. Good luck!
Hello, A 1340 error code for your Isuzu Trooper means that the engine is experiencing a "Camshaft Position
Sensor B Circuit Malfunction" which would mean the computer isn't exactly sure where the camshaft is located in it's rotation. If the issue is intermittent then look for a broken wire, if it's solid then the sensor needs replacing! Good Luck & please rate this solution!
Is there a coil per cylinder? That's sounds like a faulty coil, that can cause a misfire in a cylinder. It's relatively easy to test.
Start your engine and when the car rpm's drop, remove the coil socket from cylinder number one and if the car hesitates more that means that cylinder is working good, then reconnect and continue with cylinder number two, remove the coil socket and look very careful for hesitation and reconnect and so long until you check all off the cylinders.
If you disconnect a coil of any cylinder and the engine remains the same, doesn't hesitate more, then that cylinder isn't working, so change that coil.
Begin with cylinder number 4 if you want to cause of the scanner reference.
check the EGR valve. it could have carbon buildup, preventing it to complete close. similar to a vacuum leak. you can removing it and try cleaning the pintal and seat. also check the vacuum hose at the EGR valve. there should be no vacuum at idle and low RPM.
If you have a 2.6 4ZE1 engine the coolant temp. sensor is located under the intake manifold at the runner for #1 cylinder. It maybe hard to access. Try going throught the right side wheel opening over the tire it is a tight fit.
Check the hose between the inletmanifold and the pipe to the brakeservo it normally gets old and a crack in so the engine sucks false air on cylinder 4, causing engine to run rough or uneven.
Check and see if the EGR valve is leaking, to check this spray water on it at idle, if the water steams off the valve is leaking and is the source of your problem, also are you sure you hooked the new DPFE sensor up right? re-check it..
