There are tow centers that contain fuses, here are the locations of both.

1. Passenger compartment fuse panel

The fuse panel is located below and to the left of the steering wheel by

the brake pedal. Remove the panel cover to access the fuses.

To remove a fuse use the fuse puller tool provided on the fuse panel
cover.

2. Power distribution box

The power distribution box is located in the engine compartment. The

power distribution box contains high-current fuses that protect your
vehicle's main electrical systems from overloads.

The starter solenoid should be on top of starter motor. The starter relay should be in under hood fuse box.

Where where do i find the fuse for the speedometer on a 2001 Crown Vic

There are three fuse's for the instrument cluster , all located in the central junction box (fuse panel ) inside the vehicle ,under the dash !
Fuse # 14 a 10 amp , fuse # 23 15amp. and #6 15amp . Look behind right and left kick panel . But i don't think this is a fuse problem , gauge itself could be bad .

Do you have an owners manual? Your manual should give the fuse box ID. Should be in underhood power distribution center. Click on the link, number 2 at the bottom. You can go to fordparts.com click on the pro link, then tech resources. In the left column click on proper link for owners manual.

I would try to replace your spark plugs, and spark plug wires, My 88 Vic did the same thing...now it runs like a champ....you could also try fuel injector cleaner.

1997 Crown Vic blows radio fuses

The quickest way to find a short circuit is by putting a bulb in place of the fuse. Anytime the time the bulb lights there is a load. And if the load is a shorted wire the brightness of the bulb will give you a hint. So while you're at it, finding a 'short' is a quicky...keep your eyes on the bulb. gotcha!
