I was just told that I needed to get a new transfer case for my 04 Pacificia with 95,000 miles. Is it worth fixing? It is estimated at 1600 and I still owe 7000 on the car.

This will depend on how important the vehicle is to you or your business. If you use it regularly for a business yes it is worth repairing. Note, If you decide to sell the vehicle and the vehicle is a 'Non Runner' it's resale value will be very low.
The repair want be to bad. The power steering is a common leak. The transfer case isn't all that bad either. I would get estimates from a respected dealer, and ask what guarantee they offer for the price.
Your car is worth around 5300.00 The repairs at a guess are around 1200. for a new steering rack, and to pull and reseal transfer case around 1500.00. So your looking at 2700.00 approx. to put into a 5300.00 car. You might just consider trading for a newer model.
Sounds like the mechanic is trying to sell you something you don't need. Ford transfer cases are some of the best and it's rare if they need replacing. If yours is noisy or rough they can easily be serviced (just not by your mechanic) check around with specialty truck shops, even some dealers. Get some other estimates if you really feel it's not working right.
You are real close to borrowed time on this vehicle with 173K on the odometer. Even if you spend the 3G's on this to get it fixed, the day later it could totally fail.
I would not replace all that.
Some of these you can do yourself. If you are not sure on what you are doing....purchase a Haynes or Chilton Manual at an auto parts store for around $20-$25. Some of these Manuals are already "open" and you can read on what is involved before deciding. Some of these I think you should be able to do with little to no knowledge:
Transmission Line Replacement,
Radiator Replacement.
Valve Cover Gasket Leak.
With the Manual:
LF axle shaft.
All four shocks, although you should have struts in the front and maybe the back.
Anyway...all these by doing yourself can cut down on the final bill.
As far as the Transfer Case and Steering Gear:
Are you actually having problems with these?
Mechanics do "upsale" on bills and work....just a thought.

I just had my transfer case rebuilt on my 2002 2500 silverado duramax. They told me that the spring that holds the pump inplace in the transfer case wore a hold through the case. He said this was common on these transfer cases. Chevy has not acknowledge the problem. He designed a steel plate, with flanges that holds the pump in place and will not wear a hole in the case again. And as far as the post to engage it once a month, the chain turns even when in 2WHL drive.
This is a COMMON Problem on the 4x4 Chevy trucks. Simply give them HELL at the Dealership! If all else Fails do a General Search on the Internet for Recalls on your Truck, I can't right off hand remember the Correct site But, Try Edmunds.com. With a Copy of the Recall they HAVE to HONOR it!
