i have 87 n/a rx7 that is doing the same thing. I know that revving to 3000 on cold start is the correct procedure and your car should to this. However it should return to normal idle after 30 to 60 seconds and should idle between 750 to 1000 revs. I have not got round to fixing mine yet but it is fine after its run for 2 min`s.
First thing is adjust the idle screw on the top of the throttle body. It may just be that, or it could be BAC valve, lambda sensor, air flow meter`s etc etc. good luck.

Sounds like plugged up pre cats, my NA had the same problem I got a Racing Beat header that eliminated the pre cats and it went away. I've also seen them on eBay for cheaper. Either way you can't lose the stock header is like a cast iron stove attached to the engine it's heavy and massive.
SOURCE: starts,idles & runs fine, but won't rev over 2400
This is indication of faulty MAF sensor.
Its located on the air inlet, look and the air filter box and follow it to the engine there inline you will see the mass air flow sensor and the air intake temp sensor is built into the mass air flow sensor. when you locate the air filter box you will see the maf sensor its bolted to air box.Make sure the connector is good and also the wiring.Remove the MAF sensor, clean it and recheck.Also try driving without MAF sensor.If its revs fine, then its faulty MAF.-------
