It will be in the fuse boxe under the hood if you have the car manual that every car has if not look under the hood to locate it,& on the under side of the cover will show you the right relay.

Check your neutral safety switch or your brake light switch, some vehicle have the brake system set-up to where you have to have your foot on the brake to have the vehicle turn over
If you mean the interior fan stays on then there's probably a relay for the fan or a fan module that is bad or stuck at the contacts, causing a short to ground that shouldn't exist after turning the ignition off.

It could be a number of things...it may be low on freon...the drier/filter may need replaced...could have a bad expansion valve... regardless it should probably go to a qualified shop to be checked out...
