Found this info in your owners manual. The relays are on the reverse side of interior fuse block. If you don't have an owners manual, fleet.ford.com, has your owners manual. You can read it online for free.
See the relay in diagram, unplug the relay, use proper jumper wire on the terminals for load side of relay, terminals 30 and 87, terminal 30 is hot all the time, the power windows should work. If it works with the jumper but nor without, the problem is on control side of relay, terminals 85 and 86. The top wire in diagram on the control side is voltage, the bottom wire is ground. As you can see, the ground goes to instrument cluster microprocessor, note the diagram.

You most likely blew a fuse when you cut the wire. check all fuses sometimes the fuses are marked for one circuit but provide feed for other circuits, replace with same amperage fuse.

Check the shifter wire.The wire coming out of the shifter shaft that powers the o/d rubs back n forth when the shifter is pulled. The dust boot at the base of the shifter holds the wire to the steering column.Check this wire.
I agree the fuses are good.But still remove all the fuses,Inspect them,then clean the fuses and reinsert them.Check fuses number 45,46,9,19.In most of the cases with this problems,this fuses blows out.---------To access the O/D wire.The OD wire at the shifter beneath the rubber boot.After removing the lower shroud under the steering column, you have to turn the ignition switch to on , then push in the retainer ball under the ignition housing to remove the ignition assembly. You have to do this to remove the upper shroud to access the chafed OD wire.--------------Check out this possibility.Thanks.Helpmech.
