2003 ford explorer power windows and radio all of a sudden dont work. i started troubleshooting and noticed fuse# 17,23 had blown fuses. i read that the delayed acc coil is related to the windows and the radio. where is the delayed acc coil located? what does it sound like the problem is?

Found this info in your owners manual. The relays are on the reverse side of interior fuse block. If you don't have an owners manual, fleet.ford.com, has your owners manual. You can read it online for free.

    See the relay in diagram, unplug the relay, use proper jumper wire on the terminals for load side of relay, terminals 30 and 87, terminal 30 is hot all the time, the power windows should work. If it works with the jumper but nor without, the problem is on control side of relay, terminals 85 and 86. The top wire in diagram on the control side is voltage, the bottom wire is ground. As you can see, the ground goes to instrument cluster microprocessor, note the diagram.
    I can only help with testing. You have to do the testing.

You most likely blew a fuse when you cut the wire. check all fuses sometimes the fuses are marked for one circuit but provide feed for other circuits, replace with same amperage fuse.

Check the shifter wire.The wire coming out of the shifter shaft that powers the o/d rubs back n forth when the shifter is pulled. The dust boot at the base of the shifter holds the wire to the steering column.Check this wire. I agree the fuses are good.But still remove all the fuses,Inspect them,then clean the fuses and reinsert them.Check fuses number 45,46,9,19.In most of the cases with this problems,this fuses blows out.---------To access the O/D wire.The OD wire at the shifter beneath the rubber boot.After removing the lower shroud under the steering column, you have to turn the ignition switch to on , then push in the retainer ball under the ignition housing to remove the ignition assembly. You have to do this to remove the upper shroud to access the chafed OD wire.--------------Check out this possibility.Thanks.Helpmech.

Locate the fuse panel just to the left of your steering wheel, facing the driver's side door.

  • 2 Open the panel by pulling the cover outward. Look at the fuse listing on the inside panel of the fuse box to identify the location of the fuse you wish to replace. The location and amperage of each fuse varies slightly between all Ford Explorer models, so it's important to check the corresponding number listed on the inside fuse panel.
  • 3 Use the fuse puller in the fuse box and carefully remove the fuse for the electrical malfunction you're experiencing. Examine the fuse to see if it's blown, represented by a burned-out wire. Compare it to another fuse that works if you're are unsure.
  • 4 Discard the blown fuse and replace it with one of the same amperage. The amperage for each fuse is listed on the inside cover of the fuse box.
  • 5 Replace the fuse puller and cover the fuse box. Start your Ford Explorer and check to see that the electrical issue is resolved.

    All power windows stopped working

    If they all quit at the same time then you most likely have a blown fuse. If you dont have your manual you can use a flashlight to locate the burnt fuse. It should be fuse #14 which should be a 15amp fuse

    This could be a little bothersome but pull one at a time and you will eventually find the bad one. Make sure to use the same amperage.

    Yes, just removed #17 fuse and reinstalled and everything returned. Maybe bad connection, or maybe something was drawing current and that's it's function, (cut power) but it just didn't reset? (Owner's manual lists one function of Circuit #17 as "Battery Saver')

    A few things

    definately sounds like a fuse problem, check all the fuses in your fuse box and be sure to replace them with the right amp fuses
