What causes my 96 chevy blazer fog lights to flash while my headlights are on and also can hear a flickering noise in the relay box in the glove compartment. also what causes my turn signals to flash irregularly fast and sometimes slow.

You have a bad ground issue with your turn signals or your relay is on its way out. Easy 8 dollar fix and it may even square away the problem with the fog lights. Let me know how it turns out.

Look inside the glove box there is an axcess panal its the one on the far right when you are faceing them . the one in the middle is the horn and the one on the left is the fuel pump relay
Headlamp relay possibly . location - under hood fuse box . Top left corner of the fuse box , I'm guessing . Don't know how this is situated in the engine bay .
The fuel pump relay in my blazer is located in the rear of the glove box which means you have to clean out all of the maps and other junk to get to it. There is a plastic cover that has to be removed to expose the relay which is the right side of the two present.
You can tell if it is operating when you turn the ignition key to "ON", the relay will click and you should hear a humming sound as the fuel pump energizes.
right and left front fog lights do not have separate circuits, so that is a bulb or wiring issue.
Flickering is more likely the relay than the switch. Do the high beams flicker? They are on a different relay. I will paste the diagram, but the resolution will be poor :o(
The only relay box I know of is in your glove compartment. Just went through changing a fuel pump in my 96 and finally located it in there. Dealer told me it was under the hood. Little black cover pops off and there are 3 relay's inside.
there is no ground relay box as the ground wires are connected back to the engine, frame or battery
disconnect the fog lights and insulate the wires
check /replace the light control module
I had a similar problem on my 2001 Caravan. Turned out to be a loose connection between the frame control module and the fuse box. I unscrewed the frame/front control module from the fuse box and bent the tabs slightly to make better contact. Then tighten down the module securley. Need star driver to loosen screws
you have a defective courtesy light switch that is causing the relay to open and close, that is the clicking u hear, this flashes the courtesy/interior lights on and off.
