The idle goes up and down, and i see a little smoke coming out of tail pip. could it be my idle controler?

Could also be a intake gasket. check by spraying carb/choke cleaner around the intake mating surface while engine running and if idle changes rpm then gasket bad

VC means valve cover gasket SET , which includes
the rings that keep wells DRY.

88 thunderbird white smoke and water coming from tail pipe

Possibly a blown head gasket, letting coolant into the cylinders to be burned. White smoke is usually coolant burning. Have the engine's compression tested to verify.

2002 VW Passat station wagon 1.8 T eng. Sudden burst of Smoke out of the tail pip and than everything is ok for a while. Compression is about 150 PSI on all 4 cylinders. It does it if I let It seats idling...

White smoke is coming out of the tail pipe when first started and idling but goes away at road speed. when the car is shut off and restarted smoke comes out again

some of the time when a vehicle sits over night or for several hours you will get some water vapor that looks like white smoke until the vehcile warms up the cats on the exhaust system. Double check coolant level make sure it is where it should be if not I would say you have a head gasket problem and you need to have it fixed.
