There is normally no way you can turn it on or off. It is automatically managed by the coputer and it will normally tell you when the engine is running on a lean mode or not.
Try to test the car on a straight flat road @ 80Kms/hr with very constant slight acceleration and see whether the light comes on. If not then you might have the light bulb on the dash blown.

in addition to what the wiz has said it can also be cause by a faulty water pump (usually mounted on the front of the engine & can be easiliy found by looking for the pullies & belts driven by the engine). Water pump faults can include a faulty or loose pully for the pump ie broken belt, or too much "play" in the belt pully assembly, a leaking water pump, blown gaskets/seals. In short anything stopping or restricting the flow of coolant from your radiator to the engine block is going to cause over heating so also be aware of dodgy radiators & blocked or damaged lines ect. You should be able to easily trace the hoses going from your radiator, engine & pump as this is the path water takes to cool the engine.
