I have a 2008 Chevy Impala, I bought new tires in November of 2010. The inner tire was worn right down to the metal, they had thirteen thousand miles. The rear toe was at -1.16, the left tire was-.43 and the right rear was -.73 would this caused this wear that fast?

I had similar problem on my 2008 Impala but only on one rear tire. Turns out the strut was going bad. replaced all four struts and that fixed the problem.
i would susppect a Alignment problem or even a worn out suspension part, i would start with new tires as you need them regardless and get an alignment, most of the tire wear is due to LACK of tire rotations and alignment checks. Start with that 1st , get new tires and an alignment check.
You obviously didn't change the tires that wre out of round so the dealer could trouble shoot the problem. You obviously didn't chase the tire company and you obviosly didn't harass the warranty people so why would you think that a forum that offers advice or opinions would be held liable in the event of you having an accident from a situation that we had no control over?
Your brief statement clearly indicates that you did not do your due diligence and therefore any law suit would find you 100% liable.
this is a wheel camber (in and out tilt of wheel and tire) problem, u may have to have a Camber adjustment kit put in, most new cars have no adjustment provided for this. the bottom line here is you need to see a really good front end shop to get this taken care of, also the tires will continue to wear this way even if problem is corrected, so may want to replace them or rotate them.
